Certification Policy

This section presents the Galaxy Apps Certification Policy that governs the certification of free and commercial apps and products and commercial in-app items  (content) registered with Seller Office.  In order for them to be distributed via the Samsung Galaxy Apps store, all content must meet the policy requirements that apply.

 

Content

1.0.1      If a service app contains any content that violates general sentiments or results in unpleasant feelings for users, the service app can be rejected.

1.0.2      If any defects are detected after approving for distribution, the Galaxy Apps Certification Team can suspend distribution of the service app without the seller's consent.

Content Functionality

1.1.1      The seller shall provide testers with a testable user account and information (including ID and password) that can be used to test user log-in features.

1.1.2      Content shall not be a test version.

1.1.3      Content shall not provide invalid or hidden functions.

1.1.4      Content shall not include or distribute malicious code.

1.1.5      Content shall not include malware, such as but not limited to viruses.

1.1.6      When resubmitting content, previous defects should be fixed.

1.1.7      When resubmitting content with previous defects that are not fixed, comments that explain why the defects were not fixed shall be included in the service app registration.

1.1.8      When content is to be installed as an upgrade to previously released content, its version number shall be higher than that of the previously released content.

1.1.9      Content shall install on the device without error.

1.1.10   For revision content, the content shall upgrade without error.

1.1.11   An icon should be displayed on device main menu after installation.

1.1.12   Content should provide functions according to the content description and help.

1.1.13   Each content function should work without malfunction.

1.1.14   When uninstalling content, the content should be removed from the device.

Content Usability

1.2.1      Content should be designed to be valuable, entertaining, unique, and/or informative.

1.2.2      Content should launch smoothly within a reasonable time (within 5 seconds) or provide an appropriate progress indication (loading progress bar) when launch takes longer.

1.2.3      Content should minimize user effort.

1.2.4      Content should not be difficult for the user to understand.

1.2.5      Content should not have UI screens, pages, or popup screens that are not functional.

1.2.6      Content should not have a complex user interface (UI).

1.2.7      All hyperlinks (including text-based, graphic-based, and menu-based) shall be clearly visible and function correctly.

1.2.8      Content UI screens and pages should cover the entire device display.

1.2.9      Content UI should not contain any overlapping or truncated text, graphics distortion, or display errors.

1.2.10   Content UI should display and function correctly regardless of screen orientation.

1.2.11   Content should perform any task within a reasonable time (within 5 seconds) or provide an appropriate progress indication that takes longer.

1.2.12   After the user initiates the deletion of any data in content, content should get user confirmation before actual deletion by the display of a popup dialog that provides the user with the ability to actually delete the data or cancel deletion.

1.2.13   Content shall not provide only simple website links and/or puzzles which only change puzzle board colors.

1.2.14   Content UI design should be guided by aesthetic factors.

1.2.15   Content UI screens should be arranged harmoniously.

1.2.16   Content UI screens should use proper size or color in order to enhance readability.

1.2.17   Menu, graphics, and text shall be clearly visible and work correctly.

1.2.18   The main icon represents the content; it is recommended to be a circular shape.

1.2.19   Application should use input capabilities applicable to the device.

Interrupt Handling

1.3.1      Content shall not crash or cause malfunctions due to system events while running content, which include but are not limited to: alarm, SMS/MMS, email, and receiving calls.

1.3.2      Content shall not crash or cause malfunctions due to hardware events, which include but are not limited to: END, SEND, VOLUME, CENTER, and HOLD key presses.

1.3.3      Content should be able to end or resume content operations by user action with the task manager.

1.3.4      Content should not crash or cause malfunctions due to attaching or detaching device accessories, which include but are not limited to: ear phones and speakers.

Device Compatibility

1.4.1      Content should turn off sound in silent mode.

1.4.2      Content should ensure that content default settings in the device regardless of changing any content options.

1.4.3      Content shall not cause malfunctions to the embedded mobile features, which include but are not limited to: Bluetooth®, G-sensor, Wi-Fi®, camera, and call functions.

1.4.4      Content shall not crash when rotating the device.

1.4.5      Content should run normally on all devices in the same compatibility group, which include but are not limited to: resolution and reliability.

Copyright and Trademarks

1.5.1      Content shall not use the "Samsung” or “bada” brand, trademark, logo, or other identifiers without an explicit written agreement with Samsung.

1.5.2      Content should not use any content without permission from the copyright owner.

1.5.3      Content should not provide any method to share copyrighted contents, which include but are not limited to: media or images via P2P or a specific server.

Metadata

1.6.1      Content icon, screenshots, description, and tags registered in Seller Office should be consistent with those installed on devices. Content icon, screenshots, description, and tags should adhere to the 4+ age rating requirements. For details, see the Samsung Seller Office Age Rating Guide.

1.6.2      When content is being distributed to two or more countries, the content default description and title shall be registered in English. When content is being distributed in one country, the content description and title can be registered in 20 languages.

1.6.3      Content age rating registered in Samsung Seller Office shall comply with the same age rating guidelines described in the Samsung Seller Office Age Rating Guide. Age rating can be adjusted by the reviewer according to the age rating guide.

1.6.4      Hyperlinks registered to the content in Seller Office, which include but are not limited to YouTube™ links, shall be valid and shall not contain content that is banned based on requirements in this guide.

1.6.5      All included and specified URLs in the content in Seller Office shall be fully functional, which include but are not limited to URLs for: a privacy policy, terms & conditions, and support.

Adult Content

1.7.1      Content shall not contain material that depicts or encourages pornography, nudity, sexually explicit behavior, and violence, especially violence that is exploitative or sadistic violence toward vulnerable or defenseless people, minors, or animals.

1.7.2      Content shall not contain nudity, which include but are not limited to: images of adults or non-adults that reveal genitals, buttocks, or nipples.

1.7.3      Content shall not contain images or words of a sexually suggestive nature.

1.7.4      Content shall not contain explicit sex scenes, which include but are not limited to: images of activities that are sexual or sexually suggestive.

1.7.5      Content for educational purposes is allowed with 18+ age rating. However, several countries will be excluded from the sale’s available countries.

Violence

1.8.1      Content shall not describe or depict murder or suicide.

1.8.2      Content shall not describe or depict blood or gore in a cruel way.

1.8.3      Content shall not describe or depict violence toward vulnerable or defenseless people, minors, or animals.

1.8.4      Content shall not describe or depict child abuse.

1.8.5      Content shall not describe or depict intense violence, which includes but is not limited to: masochism or torture.

1.8.6      Content shall not describe or depict molestation or rape.

Alcohol and Drug

1.9.1      Content shall not directly or indirectly describe or depict illegal alcohol/tobacco/drug use.

1.9.2      Content without a warning of drug use or the use of medical information in the description is not allowed (for example, content should contain a warning message such as: “Note: The information in this application is intended to provide general medical information. It is not a substitute for the expertise and judgment of your healthcare professional. You should consult your health care professional before taking any drugs.".
Note: Based on context, if the content describes the above things without any intention to foment illegal use, the content can be allowed.

Legal Requirements

1.10.1   Content should not link to websites that contain illegal or inappropriate materials.

1.10.2   If content includes FOSS (Free and Open Source Software), the seller/developer shall comply with all applicable Open Source Software license terms. Moreover, the developer shall not use any FOSS in content development in such a way that would cause the non-FOSS portions of the SDK to be subject to the FOSS licensing terms or obligations.

1.10.3   Content shall observe all legal requirements as well as the moral values of the locations where the content is published. If any content fails to comply with legal requirements or moral values, it will be rejected.

1.10.4   Content shall not describe or depict activities or services (such as, but not limited to prostitution) in countries where the activities or services are illegal.

1.10.5   Content shall not distribute illegal goods (such as banned drugs and pornographic material).

1.10.6   Content should not include misleading or fraudulent words in the content name, description, tags, and its contents into other similar content.

Defamation or Slander

1.11.1   Content shall not include written or spoken text, actions, or depictions perceived to defame or disparage a person or a group of people based on an identifying concept such as, but not limited to, the following:

  • Race
  • Religion (including profanity)
  • Gender
  • Disability
  • Ethnicity
  • Ideology
  • Nationality
  • Character (such historical character, celebrity, politician, royal family, and similar categories)
  • Any other distinction that might be considered by some people as a liability

1.11.2   Content shall not contain any material that portrays or promotes political propaganda.

1.11.3   Content shall not contain profanity or related words, terms, or statements (for example, but not limited to, transforming the pronunciation or spelling of profane words, terms, or statements).

Privacy

1.12.1   Content shall not cause security warnings to mislead the user.

1.12.2   Content shall not exploit any malicious means for obtaining passwords or other sensitive data (such as, but not limited to, credit card numbers).

1.12.3   Content shall not record or monitor audio streams or personal information.

1.12.4   Content shall not use any functions that charge a fee without user's knowledge and consent.

1.12.5   Content should not delete without the user’s consent personal information such as, but not limited to, diary, file, phone book, and PIM (Personnel Information Management) information.

1.12.6   Content shall not exploit the user’s individual data or publish it to others without the user’s explicit consent. A user’s individual data includes, but is not limited to, contacts, photos, text or voice communications (SMS/MMS/Call log), browsing history, location information, and other data either stored on a mobile device or stored in the cloud/web server accessible from a mobile device.

1.12.7   Content that uses, collects, modifies, updates, transfers, and/or transmits a user’s personal information (including but not limited to the user’s location information) shall notify the user before using the information for the first time, inform the user how and where the data will be used, and obtain the user’s consent by using the following statements:

1.12.8   Content that shows and/or provides push messages, advertisements, or other unrequested or unsolicited information shall notify the user in advance of the initial use of the application and obtain user’s consent by using the following statements:

1.12.9   Content that uses, collects, transmits, and/or shares the following user’s personal information and combines with an identifier described above shall comply with applicable children’s privacy statutes: personal name, physical address, ZIP Code™, telephone numbers, email addresses, photos, videos, audio recordings, geolocation information, persistent identifier, medical treatment data, other personal data.

Location

1.13.1   Content that uses, collects, transfers, and/or transmits the user’s location information shall notify the user prior to each use of the application and obtain the user’s consent by using the following statements:

Advertisement

1.14.1   Content can include third-party advertisements that follow the Samsung advertisement guidelines. Samsung reserves the right to reject or remove an advertisement that is deemed to not follow the Samsung advertisement guidelines.

1.14.2   Content shall not include advertisements that contain the following:

  • Any type of gratuitous depiction or description of violence or abuse of humans or animals.
  • Any type of depiction of sex, pornography, and/or pedophilia.
  • Any type of adult friend finders or dating sites with a sexual emphasis, adult toys, videos, and/or other adult products.
  • Any type of obscene, vulgar, and/or inappropriate language.
  • Any type of defamatory, libelous, slanderous, and/or unlawful content.
  • Any type of promotions or unnecessary references of alcohol, smoking, and/or drugs.
  • Any type of offensive references to or discrimination of humanity (for example, but not limited to, those based on racial, political, ethnic, religious, gender, sexuality, and/or personal aspects).
  • Any type of overtly political communication.
  • Any form of illegal activity or promotion of illegal activity.
  • Any type of illegal substance, activity, and/or service that can mislead or deceive users.
  • Any type of advertisement that is supported by push notification.
  • Any type of uncertified pharmaceutical products.
  • Any type of content that reasonable public consensus would deem improper or inappropriate.

Game

1.15.1   Game content shall not include lottery, betting, and/or gaming elements that use or require real money, or that can transfer virtual money into real money or similar prizes where the player also risks losing money or valuables.

1.15.2   Game content that contains 18+ game content and is to be distributed in South Korea shall be certified for the 18 age rating by the Game Rating Board (Geimmul Deung-Geub-Wiwonhoe).

Android™ Application Requirement

1.16.1   Only specific functions (such as, but not limited to, audio playing and location) shall be executed in the background.

1.16.2   Content that applies copy protection should use Zirconia, which is the Galaxy Apps DRM solution.

1.16.3   Content shall clearly declare in the Manifest file those permissions that are required to interact with content features. Content that contains unnecessary permissions may be rejected.

Miscellaneous

1.17.1   Content that includes VoIP features shall only be distributed in countries where paid services are available.

1.17.2   Content shall not provide application downloading services.

1.17.3   Content shall not provide automatic updates of the content; a revision request via the Galaxy Apps Store is required for content update.

1.17.4   Content shall not contain excessively unpleasant, repellent, or vulgar expressions.

Kids Category and Kids Store

1.18.1   Content for the Kids category or the Kids Store shall comply with applicable children’s privacy statutes including, but not limited to, the COPPA statute.

1.18.2   Content for the Kids category shall be specially designed for kids under age 13.

1.18.3   Content for the Kids category or the Kids Store shall use parental screening or obtain parental permission before connecting via links to outside services such as, but not limited to, Samsung In-App Purchase or other plugins.

1.18.4   Content for the Kids category or the Kids Store shall not contain advertising that is inappropriate for kids.
